Unarmed % Chance To Hit

Hey all,

I just started playing Fallout 2 again, although I decided to play through with an Unarmed/Speech style character which I've never done before.

Anyhow, my Unarmed is currently at 130%, I'm playing on Normal difficulty and have patch 1.02. However I don't have 95% chance to hit everywhere on an enemy. In fact I regularly find that I've got somewhere like ~50% chance to hit the eyes and ~60% chance to hit the head, and these values seem to change randomly - sometimes after I've hit someone the value will change for the next hit on the same person.

I've boosted Melee Weapons to 105% and I get the same thing. I'm starting to wonder whether the same thing would happen if I boosted Small Guns etc., though I suppose with firearms you have a more accurate method of aiming, which might account for needing a higher value in Unarmed/Melee Weapons to get the same accuracy.

My basic question is this: at 130% should I have 95% chance to hit an enemy anywhere? i.e. is there something wrong with my game? Or do I need a certain amount in Unarmed before I get 95% chance to hit anywhere, and if I do, how much do I need?

Edit: Oh and before anyone starts having a go at me, I already searched these forums, looked at Per's Fallout guide and the Fallout wiki for my answer, but couldn't find any info
 
Aiming at specific body parts carries a set penalty, I think it's 60% for the eyes. So yes, it helps to boost Unarmed further, though once you get Slayer you don't need aimed blows anyway. Other factors include lighting (which may change if knockback occurs) and target AC (which may change slightly depending on how many AP they have remaining after each round).
