About the KIA editor I don't know
but in the FUCK I remember that this place was where you could set the character model for the proto file. I can't give an example I don't remember the blocks of the other chars although I've written down some but I just can't find them.

I'm fairly sure that 0194-0197 in FUCK is xp, or at least 0196-0197, depending on whether crazy byte conservation has taken place.
