Unlogical behaviour beneath the desert the sun

I'll give an example to make clear what I mean and to shorten up everything:
In Fallout 1 we have the Hub, the town with a lot of stuffed, armored, armed police men on the streets.
Well, that looked nice - but what did they do? Did they protect or help me when I was attacked by those kidnappers (or whatever they were)? No, I had to hide behind a cop and then had to get one of the attackers to hit an officer to make them help me.
Well, you know what would have happened if I attacked someone.
Same thing in Fo2, nearly every town. This nearly destroys the game sometimes, because it reduces
the players freedom, which is the main feeling FO is based on.
Another unlogical and unrealistic behaviour shown by the people of the wastelands can be seen while
stealing from one of them. If I steal from someone much weaker than me and I get caught, the game WILL change into combat mode.
Does this 23 hp guy really want to attack a well-armed 143 hp warrior? Certainly not (this can be easily proven- the fact that he's increasing his distance from the player without resorting to violence shows this quite well). Do I want to attack him? No.
So the game should offer an opportunity to end such situations without killing the man who caught you.
Or at least without killing the whole town.

In a few encounters new New Reno I would take on some bad guys (I think these were the yakuza) and some would run away. When fighting Scorpions I noticed a few of them running away as well.

But people for some reason want to stay and fight, even if they are doomed to lose. SOme folks will out of a sense of preservation and, perhaps because all characters look a like. The number of hps your character has is a matter of private knowledge to you alone. However, running headlong into a chaingun blasting, scarred warrior makes little sense.

One way the game could remedy this is to allow for more non-lethal combat. Also I think that human encounters should be allowed to retreat.
