I don't think I've ever understood this definitively. But, if I have an item (e.g. Lockpicks), do I have to "use" that item in order to receive the lockpick bonus or do I just need it in my inventory?
Currently, I'm playing Fallout 2, but I wouldn't mind the answer for both Fallout RPG games (especially if it differs).
I'm sure you veterans understand what I mean, but for anyone who may not:
to use an item: have the item in one of my action slots and click on it before selecting the object on which to use it.
