V.A.T.S. - why so slooooooowwwwwww...?

Okay, so is it something wrong with my setup, or has this aspect of the game been seriously botched?

I have been playing for some time now, and I rarely see dropping frames or any other sign that my computer might not be up to the task of rendering the oh-so-lovely graphics of F3.

But whenever I go to V.A.T.S. to make combat (sorry, but it is just to arcade for my tastes in real-time, can't hit a barn when it's dancing all around me), the following happens:

1) I hear the good ol' "initiating combat" sound.
2) I wait a few seconds for the screen to zoom to my select foe.
3) I wait NUMEROUS more seconds until the computer courteously displays the to-hit chances and lets me rollover the target body part.
4) I mash the LMB like a madman, because just one click isn't enough to queue up an attack
5) GOTO 4
6) If I have to use the arrows to select another target, I have to do as above and patiently wait until the target switches. Or not.

Bethesda promised a dynamic and useful system, and I could imagine it, but those ridiculous delays take both the enjoyment and utility away.

Now, is this just me or are you having the same issue?

I am running version 1.0.0.12 over an 2.2GHz Intel Core 2 Duo PC with a 512MiB Geforce 8600GT. I will patch it to 1.0.0.15 to see if it helps, but this is barbarism, I tell you... :(
 
It is nice and fast without any delays on my system, c2d 3ghz, x1900xtx, 2gigs ram, high settings, unpatched version.
 
Have you tried turning off anti aliasing? That solved my VATS speed issue and stopped my C2D's (had about 8 in the first 3 hours)
 
The funny thing is, sometimes the problem doesn't appear, but sometimes it causes a massive delay.

I tried disabling anti-aliasing, though, and it seems to help - I've plaved for two hours and VATS worked OK (it worked for the previous two hours as well, as a matter of fact, so I don't know if it was the condition).

But now, the game will slow down massively whenever I exit a building *sigh*
 
Definitely a settings problem, I had the same problem on my crappy outdated "gaming" laptop as well, slow as hell entering VATS compared to the 360 version.
