Van Buren (Fallout 3) Help

I downloaded it and it come up with a error that says: "Failed to create D3DDevice (8876086c)" any ideas what that means or if you have the game and it dose not do that to you if you could post the link to it that would be awesome.

also im not sure if i went to the right help forum so im sorry if i did not.

This has been asked many times but never conclusively answered. The best advice so far has been to make sure video drivers and DirectX are all properly updated.
