Briareus answered a question about the ability to mod Van Buren and without further ado:
VB = not mod friendly. There are no plans to release any of the dev tools after the game is done, either. Sorry.
Bummer, that's a negative "feature" that Fallout 3..err.. Van Buren will have..

Well, I wouldn't say this is a big deal.

I would much rather see them complete the game and spend every bit of time on it, then spend time making a good mapper.

Fallout didn't have a mapper (at least for a long time, untill now), and it didn't distrub me at all.

If people would only read the available information...

Josh said months ago that making new maps for the Jefferson engine would be "hellaciously difficult."

Sorry, but where is this information available? I never paid any attention to Jefferson, and searching through those forums is a waste of time, especially if, as you say, it was posted months ago. With all the ridiculousness over there, what's the big deal if I ask an easily answerable question?

from the Fallout3 FAQ, just click on my sig:
Will there be a toolset/ editor for Van Buren?

No

Q: Why not?

Creating a suite of editors for the gaming populous is far more of a challenge than creating them for game developers. Game devs are used to using command line tools, and esoteric interfaces. Plus it's our job. We have to use the tools given us. If we release those tools as is (assuming we decoupled the editors from the database and fileserver) the percentage of gamers that had the desire to use the tools AND of those had the time to use the tools AND of those had the drive to learn to use the tools AND of those that actually finish a mod...

Q: Is there a chance that somewhere down the line that after the game is released, a toolset might be released?

I don't know, but I'm 99.999999% sure that if I ask I'll get a response of, "Maybe." I would definitely hold off on asking until after the game is out.

This was the original reply by Briareus on the subject, a few weeks ago.
Sammael what is Briareus name, Chad what? I can`t remember.

Sorry Sammael and Brio - I haven't read the FAQ in a while, didn't realize the information was in there.

It's always good to refresh certain aspects, since alot of the Fallout fans haven't payed that much attention to Jefferson..

The fact that they're not going to release any modding tools is truly a bummer, I would imagine that any company nowadays start to think about modding tools when they create an engine, it kinda makes sence since it could keep the game alive for several years and make it more popular than the ones that don't have modding tools..

I agree, though maybe they just think that since it's Fallout its going to be kept alive for years in the community with or without any modding. It's also a sign that they aren't planning on expanding it after it's done - which I don't really care about, but you would think that Interplay would want to capitalize on it with expansions if it turned out to be really popular.

I was hoping someone would at least hint that it could be hacked easier than FO1, giving the modders here something to look forward to. Someone on the BIS boards pointed out that BG wasn't supposed to be mod friendly either, but all those IE games are easily modified with the TeamBG stuff. So maybe there is some hope.

I think that modding stuff like rules (the .RLZ files) and dialogues will still be fairly simple. Adding new stuff, particularly graphics, may be near impossible, however. Modifying character/creature models will probably fall somewhere in between those two, with textures being the biggest problem.

Damn, that's crap. Why can't they just release the tools they're working with? No problem if you can't adjust them for the "public" as long as you release them so people can start making mods... WHhhhhYYYyy? :D

I could see a collectors edition box that comes not only with the game but the editing tools :). Might make interplay generate a few extra bucks with the deal.
