You must be meaning the Captain of the Guard.
To become one, you must
a) complete the Raider quest and then the quest Lynette gives you
b) upon completion of the said quest, have a high indicator of the First Citizen's respect which can be achieved by calling her by her title at all times etc. There is a dialogue loop you can exploit to do this.
