How do TNT2 M64 cards compare to others in terms of performance? Is it worth it to upgrade to one if I can get it for less than $40?

Well, if you want specifics, go pick up/just read there PC Gamers, or Computer Gaming Monthly at your local bookstore.
As for choices, you should be able to pick up a Geforce 2 ultra, or a Geforce 3 regular cards by any brand with relatively cheap price these days with all the competition between all the companies. Hercules, ASUS, and others tend to have good cards. You can check out reviews in here to make your own decision:
