Is there an application that can do this? They do not open with standard font-viewing apps and graphics-editing software, at least not the ones i've tried.
A long time ago, I've wrote with Wasteland Ghost about editing the fonts (because Mr. Fixit was crashing all the time with the german version, but not with the english one, which was because of the font files).
You'll have to use fonview.exe first to create a text file with all entries (fonview.exe font.fon > font.txt). Here you can edit, add, etc. the font stuff. After that you use fonedit.exe to convert the text file back to a font file.
