Look at the description fir the vindicator.
It says what it does in Fallout 2, that it uses caseless ammo.

Look at the new ammo it uses in FO:T, doesnt look caseless to me.

It doesn't exactly use new ammo, just 7.62mm instead of 4.7mm. Since you have NATO and Warsaw Pact weapons using the same ammo in FOT, perhaps the 7.62mm is generic and includes a caseless version .

Seriously just another inconsitancy, like the avenger mini-gun which IIRC has the stats of the personal minigun instead of the avenger. Or the powerfist who's graphic looks more like the mega powerfist. Use the editors mod the game, download the OTB's sprite packs and make a 4.7mm ammo entity if it bothers you that much.
