Ok, I know he's one of the highest regarded actors out there, and I like a lot of his movies, but how does a guy with an irish accent turn up in DC after an apocalypse wipes out much of Europe- oh yeah, in a vault. So how do people in a Vault in America sound Irish?

if only for nostalgia, I think a better voice for a father might have been Morgan Freeman.
Maybe even Clint Eastwood?

Not Al Pacino or Robert Deniro.

Jack Nicholson would have been awesome as your father.
 
A real voice-actor, who can truly adapt to the role and give it life, instead of a regular actor who is only able to use the one voice he has cultivated for the screen.
 
10 bucks says he'll use his Qui-Gon voice.
Not quite Irish, not quite English and in voiceover form likely to sound like the monotonous drone of somebody reading from a book who really doesn't want to be there.
 
Irish family. Raised around hearing the accent. I've got an irish accent from that, so it's pretty explainable.
 
Try to remember, too: The head of the thieves guild in the Hub in Fallout 1 had a British accent.

If we're going to nit pick about an Irish accent showing up in F3, then we also have to ask the same questions about a British accent showing up in post apocalyptic California in F1.
