I would like to be able to use cars and bikes in FOT:BOS. Imagine driving over an opponent, or using a tank to break down a wall.
 
Well, you COULD implement that, but it would really be a bitch for developers to have to make certain walls smash-able and then place smashable walls, etc. and have to use up more RAM with space being used for smashable\unsmashable copies of the same wall. Fallout is fine without wall-smashing, and although driving over people would probably be easy enough to do if you configured the radiators of vehicles to act like lines of mobile grenade explosions---that would still take up RAM. We don't need this kind of stuff, I'd personally like more types of NPC models, animations, and gun appearances than the ability to knock over walls.
 
is it better? I mean most of the guns and items in Fallout 2 wasn't even used, like who ever used wakizashi blade?

I'm not saying that it would be better to add anim's for wall colapsings, just that the extensive ammount of items doesn't help neither if they are not correctly balanced (like you find a 14mm pistol in Enclave base besides super duper plasma demolition guns)

Smashable walls isn't very difficult with a 2D ISO Tile engine. Considering in Fallout and Fallout 2, most wall tiles already have "destroyed" versions of themselves, I'm kind of amazed that feature wasn't in Fallout 2.
 
good point, those ruined vualt graphics could have been used,
you could have needed to get from point A to point B in some ruined vualt, and the only possible way to get into some room would be to find a weakend part of a wall and blow it up with some dynamite
