On topic, it would look better if you actually, y'know, defined shapes and "built" the thing instead of just making a sketchy mess. There's way too much useless lines, they don't really add much to your drawing. Instead, they make the thing look messy, as they're all the same intensity as the important lines, such as the head contour, the shape of the rag, etc.
Focus a bit more on your drawing's important lines, and less on "artistic" effects. Working on the pose wouldn't hurt, either.

Still, it does have it's natural, radioactive charm. Kinda like it.
Hm. It would look better with a more distinguishable face on the character and a more atmospheric background (usual cliche would do, i guess, dark mountains or a ruined city).
