First time out of the vault
I'm trying to end this game on the highest note possible and do the most good for the sapling new world. To achieve this, Vault City and it's pretentious asshole denizens must be as ostricized and down-trodden as possible. I feel that VC is full of nothing but dickheads and are up to no good, which is why I offered to help Mr. Moore out to begin with(is he a NC Ranger?).

I've been reading the nearly ultimate Fallout 2 guide and it mentions a few things about killing Congressman Westin in NCR after you deliver Moores briefcase to Mr. Bishop. The guide states that Westin will give you a holodisk to give to Lynette in VC, which leads me to the conclusion that Westin has interest in VC and bats for their team, and that makes him one of my enemies.

To ask my question, would killing Westin have any adverse effect on the possibility of NCR taking control of Redding once I find the cure for Jet, and does killing him adversely effect Vault City in any way? I'd really like to see NCR with control of the gold, since they wouldn't keep the inhabitants of Redding lowly citizens like VC would, and NCR wouldn't gut Redding of it's gold like New Reno.
 
I believe you don't have to whack Westin to commit the downfall of VC...if I remeber you can overthrow the slavery of VC by joining the rebellion that begins in the bar where you give the lady the booze..you just hid in a room in back at night and listen to the conversation...and then ask to join?...I believe or maybe you have to be a ranger first ( at NRC)

I'm just started replaying after a 4 year hiatus...so it's a little vague

Playing Fallout 2 over and over is like reading the Bible over and over, every time you learn something new! I never knew of a way to overthrow VC, and I'm stroking my throbbing boner at the notion of doing so!
 
I've never heard of that either. It isn't even covered in Per's near-perfect Fallout 2 guide! I happen to be near a point in my current game of Fallout 2 where I can test that.
 
Just in case anyone was wondering: no, that's not in the game. To answer the original question, killing Westin is safe. Aside from the NCR endings, It only disables one VC ending that you wouldn't normally get anyway.
 
Either don't solve the Gecko quest to get a bad ending for VC (bad for Gecko also), or just don't do the Westin/Lynette correspondence quest (possibly killing Westin) which will also result in a "bad" ending. Actually, the "best" ending for VC is quite difficult to achieve, so you're more or less safe with whatever you do.

Don't optimise the Gecko powerplant though, if you want the best for the ghouls.
