Weapon accuracy bits

Um, I seem to have found the location that determines accuracy for weapons (I checked the archives, and I didn't see anyone else post them, so i guess i'm the first. wh00.)
However, changing the values don't seem to do anything much. The location is 65h-68h. Values i have seen from the original weapons include 04, 3a, 3b, 3c, and FF FF FF FF, all of which seem to code for the same accuracy in some "field tests" (ie checking reported hit percentages of different crackheads in new reno from varying distances) I tried changing all the ranges to the same value, and swithching up the "accuracy" value, but i keep getting the same percentages... except for 40 which codes for scoped hunting rifle like behavior.
Also, what do the AC and DR mods of ammo do? I can increase accuracy by 5% by making AC any negative number, or decrease accuracy to -654 by inputting very large AC values.
Can anyone help me determine weather this address does anything more than determines wheather to use scoped hunting rifle accuracy?

Actually, we already knew that :)

Those offsets are for ranged weapons only and include the effectiveness of a weapon in dark conditions, modifiers for closer range etc.

Ah. and I thought I was so cool... I guess now that I think about ti was kind of a "duh-ism".
So since you guys are so smart (;-)), how do the values work, and how could I, for example, make a more accurate weapon?
(since the item descriptors occasionally laud weapons as being extremely accurate, etc...)
