Weapon skills - how much is an overkill?

Say, I am playing a sniper character with Small Guns, or any other weapon for that matter.

How much should I aim to put in a ranged weapon-related skill? Are there any benefits, even minuscule, in going over 150%, 200% or 250%?
 
Unless you're trying to snipe eyes of some enemies with high AC from very far range in the midnight, 150% of Small Guns is pretty much enough for most of combat situations IMO.
Going over 150% can still improve hit percentage under some situations. (long range + high AC enemies + aimed shot + weapons without accuracy bonus + darkness)
 
I believe the actual chance to hit tops out at 95% in the game engine. Beyond that there are penalties for long range, darkness, and others. Having a high combat skill will help offset these penalties. The game always shows you your chance to hit in combat mode. Observe your chance to hit under difficult conditions. If you want more, keep putting skill points into your combat skills until your chance to hit is where you're happy. You may reach that point before you get to 150%.
 
I was on 180% and still got some >95% at night at long range, so I guess I will go into early 200s.

Does this affect ONLY chance to hit, or other things, too, like likelihood of critical s or their severity?

Especially with the cumulative accuracy bonuses of some weapons and ammo (Sniper Rifle + .223 FMJ = profit).

Only chance to hit (as far as I know). The manuals claim the crit chance is derived from the to hit chance, but I'm pretty sure it's not.
