This has also been discussed before but I think there should be some randomness in weather.

For example, if you are in northern climes, one might expect an acidic snow, or acid rains perhaps. How about moving clouds of radiation (like in On the Beach). Perhaps tornadoes or other atmospheric disturbances due to damage to the eco-system.

I dont think it rains after a nuclear fallout. atleast not for many years so it could have rain as a sign of things geting back to normall along with the one headed brahmin

hrm... reading Swan Song and Folk of the Fringe it sounds like it rains A LOT after a nuclear war. However, the rain is not truely rain but is heavily doused in radiation.

There's an article in recent "National Geographic" magazine about "dryest place on earth" (sic?). There is no rain. Never was. People used to get all of their water from the mountain snow. In Fallout terms, it means all the people you met in the game should have never existed.
