Weird glitchy display issue on Fallout 2.

Was going to post in that technical support post, but it seemed a bit old...hope I don't get banned or anything for asking this here.

So, I recently installed f2 on my desktop.(Which has ten fold, better specs than the laptop it was running on) f2 would play fine on the laptop, no visible problems.

On my desktop, the display on my monitor as this weird static/glitchy type graphical imperfection. Colors are fine, game plays fine, but it's weird and very hard to explain what's occurring. The best way to explain...would be, breaks in the graphics that are barely noticeable, but bug the hell out of me.


Just wondering why the laptop with horrible specs, runs f2 perfectly.
 
The game is ten years old, so it doesn't need fancy hardware (by today's standards). To figure out what's going wrong on the desktop, it would help to have its specs and what OS you're running on it.
