What exactly does 'Weapon Long Range' perk do?

This 'weapon perk' is applied to several kinds of weapons in Fallout game, but I never understood what exactly it does.

wikia page says,
"Hit chance reduced for targets farther than 4* (Perception - 2) hexes (200% increase in effective range)"
" ... this perk doubles the effective range of the weapon (the distance at which the range penalty applies), to 4*(Perception - 2) hexes."

The first description really doesn't make any sense. 'Hit chance reduced for targets farther than certain hexes'? Doesn't that mean it's a bad thing, because it reduces the hit chances?

The later one though, now that I write this thread and I start getting it. Does that mean this perk will extend the distance that range penalty to hit chances doesn't apply, so that the user will have effectively higher chance to hit at longer range?

For example, let's say this weapon applies range penalty to its users, if the target is farther than 15 hexes.

With this perk applied, characters with 7 perception can break that 15 hexes point into 35 hexes [{4 * (7-2)} = 20], and now this weapon will apply range penalty to its users if the target is farther than 35 hexes.

This is how I came to conclude what this perk does.

So far, I haven't found anyone or anything mentioning about this perk. If someone can explain this perk clearly, I would be appreciated.
 
I think the range penalty is not imposed by the weapon (which has its own maximum range, which is usually a lot higher than your average penalty range without the perk) but only through the 2*(P-2) calculation.
So the weapon has a maximum range of for example 25 in case of the 10 mm pistol. Your character has Perception 8, giving you a range of 12 hexes where there is no penalty to your accuracy. You can hit targets up to 25 hexes away, but your chance to hit will be reduced for all targets farther than 12 hexes. With the perk the penalty range is extended to 24 hexes, meaning that your chance to hit is not reduced for targets closer than 24 hexes.
