What exactly was the Jefferson engine?

I've only loosely paid attention to this site and FO3 until recently, and I know it was called Van Buren. However, I constantly see references to Jefferson. What is/was it and what happened?
 
Jefferson never made it out of the door due to licensing problems. Apparently the suits at Interplay like floundering around the game industry without a clue. See, they also hire crap lawyers with the same competence of their marketing department. This all fits in with the way Titus has been sucking the soul out of Interplay.
 
I found some info on it in the FAQ, which I guess I never bothered to scroll down that far before. So it was basically the engine they were going to build all future "Baldur's Gates" and "Icewind Dales'" on? Was FO3 originally going to be built on this engine?
