Simple: The original three elements who made FO1&2, Tim Cain, Leonard Boyarsky, and Jason Anderson. Besides the story line which provided the lure, they were the three who made Fallout great. Without them, no isometric view or unique turn-based combat. And a bunch of other doodads. But, as all of us devout fans know, the three have gone off to form Troika games and are no longer affiliated with the Fallout games. From what I've heard, Tim seems a tad bid disgruntled from all the work he's put into Fallout and he really didn't want to do FO2. Understandable, since he's spent years making them. But he, along with Leon and Jason, did a great job on Arcanum (winning PC Gamer's RPG game of the year) and I'd love to see their talent utilized on FO3. But that's just my opinion because I'm a huge fanboy of the original FO's and I just think those guys are great. New developers might make FO3 better and more unique but then again, there were a bunch of developers on FO2 and all they managed to do was to throw a bunch of useless ideas into the game (i.e. Monty Python references).
