What is Lieutenant's holodisk for?

First time out of the vault
I killed Lieutenant at the Military Base (Fallout 1) and found holodisk belonging to him. I downloaded data to pip-boy... but nothing happened, no messages in pip-boy appeared. So what is this holodisk for?
 
There is no known use for it. Rumor has it that it was intended to improve your chances of hacking the firewall in the vat computer or something.
 
Yes. That's right. I've just checked this.
My char had 5 intelligence and 35% of science. Only 1 of 10 times he hacked comp, but after downloading he hacked it every time!!!
