What program I can use to open or edit a fallout script??

yeah, the title say everything you need to know...

but, only to record... What program I can use to open or edit a fallout script??
 
Game uses compiled scripts in *.int format to see source you must use noid decompiler.

With oryginal mapper you get almost all uncompiled *.ssl scripts from fallout 2.
You can edit them with any text editor and compile them with oryginal compiler ( with mapper).
