Where can I find these tools?

I'm working on a translation for fallout tactics and I need to extract .bos files and I need some specific tool for that, I asked deepseek which tools I could use and this was the answer (in the image), but searching on the internet I wasn't able to find any, except for FORT on github, but there seems to be only the source code and no exe, I don't know what to do, where can I find the other two tools?

No need for a specific extract tool or at least the ones that should be already available on your computer would do the job, such as 7-Zip, WinRar or WinZip (sorry, it's in french but you get the idea):

thanks for answering me, i want to open the file where the game's fonts are to edit them. after i edit them, how do i make them appear correctly in the game? I'll start with the main menu font.
