where can i get boonville 4 and can u get the entity editor that comes with 1.27 to hack your single player games and change your characters in multiplayer?

I never heard of Boonville 4 so I can't help you there.
The editor cannot hack your saved games but you can use it to edit the mission maps before you play them or edit some of the recruits.

oh and can u use the editor to edit the recruits when they r already available in your save game?

I guess Boonville 4 was just released over at www.duckandcover.net so wander over there if you still need it. You can use BOSCHE to edit the recruits in the saved games.
