Where can I get software for editing dialogue?

First time out of the vault
I just checked the modding FAQ on this site about editing dialogue within Fallout, which linked me to a thread at Duck and Cover. Duck and Cover gave two links to download a dialogue extractor and a dialogue recompiler but both of the links were broken and lead to a page with Russian text.

If I can't get to those files linked to at Duck and Cover, what software would you recommend that I use in order to edit dialogue?

Just use notepad. I'm not joking. Just open up the .msg files with notepad and you can edit them to your heart's content.
 
Well, damn, that sounds easy. Makes me wonder why the linked thread recommended three seperate programs to edit dialogue. I'll go and try that with Notepad, then. Thanks for the help. :)
