Where do I bring fingers to? (Lawbringer perk)

I have a bunch of fingers, but it's not telling me who I bring them to to sell.

How do I find out?

Regulators HQ, its Nort-North-East on the Map. When you got the Perk you should have received a note.

unfortunately it seems that mutant bears spawn right outside the regulator HQ and the regulators charge out to fight them. one time I fast travelled there and looked just in time to see one of them chasing the head lady over a hill... she hasn't reappeared and I assume her bear-chewed corpse is out in the wasteland somewhere.

Yeah, bad perk. I traded in 43 fingers and got 203 caps....

if you want money, go and collect all Pre-War-Books you can find. You can sell 1 for 100 caps later to the Scribe in the Arlington Libary.
