Where is Polish Wasteland?

I'm kind of new here - so can anyone tell me what this project is all about? Is it gonna be a new game or a mod or something else?
And btw, that picture on their website looks really cool - I like it.
 
It was going to be a Fallout 2 mod, but right now, the plan is to make a stand-alone game in a post-nuclear Central European setting. I think.
