Why are all vaults in Fallout 2 gated communitys?

First time out of the vault
People in Fallout's vault 13 seemed human, but in Fallout 2 vault 13, 15 and vault city are gated community's, why?
 
Is that it really? Wouldn't the vault dwellers at least think there purpose was to be released and repopulate earth?

People in Fallout's Necropolis were ghouls, but in Fallout 2 Redding and Broken Hills are mining towns. Why?

In other words, I don't see what you're going for here.
 
I just don't get why perfectly working communities would become gated, when there told there job is to repopulate the surface world.
 
If you assume they were "perfectly working" and that there are no considerations to repopulating the world other than going out into it, then I guess so. I think conversation with Lynette in Fallout 2 goes into these things.
 
Im currently replaying Fallout, this time Ill go through all those vault city quests and get a definitive answer.
 
After beating Fallout 1, I get it. They are just trying to live a isolationist approach to life right?
 
Dude, what the hell is going on in this thread? This is the most surreal thread ever.
 
There isn't really a uniform "they". Some people in Vault 13 wanted to go out. Some wanted to remain isolated, arguing that only doomage awaited them outside. The people in Vault 15 went out and founded Shady Sands. In Vault 8, evidently the prevailing sentiment was that they should go out and rebuild, but take care that such aspirations should not be undermined by ignorant and wasteful outsiders. In Fo2, none of Vault 13 and Vault 15 has its original population.
 
The people of Necropolis turned into gouls as their vault did not close properly.
And if I remember correctly the people in Boneyard (The fenced of community) came from the vault underneath the church. They have a bit in common with Vault city by being a bit paranoid, although that has some to do with the guards them self.
