Why didn't the V13 Overseer send a team out?

So why didn't the Vault 13 Overseer just send a team of vault dwellers to look for the water chip instead of one person at a time? Wouldn't it be smarter to send out a team that can work together to increase chances of success and survival?
 
Because Vault 13's experiment was a study on prolonged isolation, which the Overseer had orders to follow-through with.

Jacoren didn't send groups out at a time in order to minimize going against his orders.
He even forced the Vault Dweller to leave at the end of the game because he was afraid his presence in the vault would make others interested in leaving too.

The player's PC is the fourth (that we know of) to leave the vault.

Jacoren's main concern after maintaining the vault is to not inspire the vault's general population to even ponder the notion of leaving as a viable option.
We know that his plan was always the plan, and he had done it before to others.

The dead dude at the entrance of the cave? His name was Fred I believe. (I made that up)

One of the first things my uncle showed me in the game was the Overseer sending you out alone into the Wasteland. So good brah...

The dead dudes is Ed and Talius is with the Followers of the Apocalypse.

They might have send several guys called Ed, considering we see Ed's body multiple times both in the first and second Fallout.
