Why won't my npc's use stimpaks in combat?

I've got Sulik, Vic, and Cassidy in my party(magnetic personality perk). I am running the bear dude's (forget name) patch. In combat none of my npc's will use stimpacks in the harder fights, and Vic keeps running off instead of healing himself. None have died yet, but it's a pain to take the time to heal them fully between fights. Any ideas on whats wrong??

Did you change the combat settings under the NPC screen? Most of the default settings are set to run away from enemies if the NPC is barely hurt.
 
Yep, Ive got the settings set at -Use stimpaks when hurt a bit- for all 3. And I've the run away set for when hurt the worst. I don't want to use -Any drug any time- because they sometimes carry drugs, when I forget they have them. Also I just remembered that they all say they need healing(got any stimpaks, or could use some healing over here) when combat is done. Or should I just set them all to aggressive and see what happens? I am happy with my party and don't want to redue a battle if I lose one. I am at the point where it's not to easy any more. Took out the raiders no prob, but the wanamingo(whatever) mine is a little time consuming, and Vault 15 is next on my list. Plus I may have to take on a few families in New Reno also.
 
Something like this happened to me once. My NPCs would run and sulk somewhere in combat when hurt, then once combat ended they'd start using their Stimpaks (when there was no longer any reason). Might have been the game where I had a bunch of them on HtH duty, don't remember.
 
I have dealt with this many times - I always assumed it was a problem with fallout engine
