Wierd issue relating to melee weapons...

Normally in the past I haven't used melee weapons, almost at all. So this time through the game I spent quite a few skill points getting melee up to like 95% so once I got a super sledge i could kick some major ass. So now that I have the super sledge, i realize that wow, when i enter combat my percentage to hit the guy right next to me is 17%. So, sorry if this is a noobish question (especially for a guy who's played this game for years), but my characters STR is 5, which should be enough to at least use the hammer (according to its description).

One notable thing is that I am running the Fallout 2 New Vision mod v1.2
 
Update, I downloaded the Falche editor to test some things out. If I upped my strength, it remained at 17%. If I upped my Melee to like 150, it now shows 50% to hit. So now i'm thinking this has to do with the 'new vision' mod im running. If so, they should probably fix this in their next update.

Edit: (so as not to make another post) 2nd Update: So i used falche and put my skill at 250%, and now i get 95%.

Update 3:Ok wow. Now i've realized that my small guns have totally turned to crap. Small G is at 111 percent, and has been for almost the duration of this character's life. Now like all my guns have significantly decreased percentages. For example, in point blank range where the revolver usually excels, i'm getting 72% max. it drops to around 50 quick if i just move a few steps farther away from the target. WTF IS GOING ON?

I recently was made into a made man for the Wrights. The oldest save I have is at the Sierra Army Depot, where all my stats are normal and I can get an 80% with my Ripper for melee and nearly always 95 for small guns at the appropriate ranges.

3: sounds like it could be the mod
4: Er, do you, by any chance, have eye damage? It tends to do bad things to your chance to hit, and it's not easy to spot if you're not paying close attention to the DID.
 
Nope, no damaged parts. I just loaded back to that old save and things are going fine now. So wierd...

I also just noticed that the sniper rifles don't actually use .223 calibre rounds in this mod. :(
