Wild Wasteland occurences

On the Fallout wiki it has two Wild Wasteland occurrences listed that I can't seem to get to happen.

The unique Cass dialogue in Freeside "ain't nuthin but a hound dog"

The "Witch witch" dialogue if your vilified in Freeside

Can anyone confirm that these can actually happen??

I've had the "ain't nuthin but a hound dog" one to happen. IIRC it's just an idle chatter think that she'll say when you walk near the Kings building.

Yeah I just got that one apparently a mod I had installed interfered with it.

I still can't trigger the witch dialogue however.
