I think a lot of people have noticed this. I was unaware of the name, I usually referred to it as the "Star Wars scream" since that's where most people probably first heard it. One of the stormtroopers gets shot and falls down from one of the catwalks, and utters this shriek as he goes down. It has been used in some really big budget films (usually action movies).
While hearing this over the top and familiar scream can sometimes take you out of the movie, usually it is used only in big action scenes (that are already ridiculous), and then the volume of the scream is usually low enough that you won't notice unless you are already familiar with it. In some ways it is a homage, but it also is a way of telling the audience, "there was an actual person who worked on the sound design." Other times it is used for purely comedic purposes.
