Windows 7 Fallout 2 problem

First time out of the vault
Fallout 2 isn't working for me. Fallout 1 will but two won't. It had the can't initate 620 x 480 resolution problem so I installed the Killian patch and whenever I start up the game in 7, Vista, XP, 2000 or 98 it says Fallout is already in compatibility mode and doesn't start.

I have a Dell Insprion 570 running on Windows 7 Home Premium Service Pack 1.

I have tried searching for solutions but either I can't get there, it's not on this computer or it doesn't work. I've looked at about 7 so called 'solutions'.

Help me Please. :)

This could be a problem. There is a sfall mod included in killap's patches, which doesn't work well with the compatibility mode. Right-click on the Fo2 executable file and turn the OS compatibility mode off.

I don't see OS compatability in there. I went to properties and I still don't see it. I'm a noob at computers.

How did you try that? :)
There is a Compatibility tab in the Properties window, uncheck everything in there.
 
The best solution that I see here is that you uninstall the game (even deleting Fallout's folder) and re-install with Humongous installation and then apply Killap's patch and then configuring like Valcik said above. I never used Killap's patch alone (without Restoration Project) so I really can't tell what it should and should not be there.

How do I get to the Fallout 2 directory? And I'm downloading as we speak. I just went to All Programs > Interplay > Fallout 2 > Open File Locations

Was I doing it right? If I wasn't please tell me what I was supposed to do.
 
Well I'm using Windows 7 x64 and ddraw.ini is in the default directory (C:\Program Files\BlackIsle\Fallout2)
