Would you live in Vault City if you existed in Fallout 2’s world?

Where'd That 6th Toe Come From?
Everybody here seems to hate VC, but after journeying through it, it seems to be the second best place in Fallout’s world to live (besides NCR).

Sure, the leader is kind of a bitch, but food, water, and safe-shelter is all provided. In a Wasteland that’s priceless. Even the slavery doesn’t seem that bad. The slaves get to live in luxury compared to the Den or New Reno. It seems like a paradise basically.
 
Non-Citizens living a slum where they can die of drinking irradiated water through being desperate (Vic's wife) and literal slavery is a big no from me sonny jim. Even Citizens live in safety, but complete control and boredom. I'd rather live in NCR.

Yeah but my question assumed NCR wasn’t an option.
