You need to pick up a clue in dialogue. Maybe your IN is too low?

Oh. THAT canister. Yes, you need to speak with Keith Wright (the guy with the rifle just outside Orville's room. And you can take it from there, once you talk to him you'll know what to do.

Then, you'll have to show the canister to certain 3 people.
