zeta scan

don't know if it has been asked before, but i have always wondered, wouldn't it make sense to just remove altogether the possible negative effects from the zeta scan and leave just the positive there?
i know that later in the game with a strongly built character, the player can really abuse the special system, but sometimes that ability reduction can hurt, so even tho i try to immerse myself in the game (say, i will not help a gang of bandits, just to complete every quest in the game), i will reload the game until i get the positive effect from the scan, basically abusing the save system.

the only other permanent negative buff that i can think of could be ultrajet addiction (according to wiki) and tobacco addiction, i fo3 and nv.
it is interesting because these two are side effects, that you get from using something that gives you only temporary effects, so normally you would avoid using them, because in the long run, you always lose.

but the case with the zeta scan can be viewed differently, because the positive effects are in balance with the negative effects (as i read both having a chance of 50%/50%) it COULD be viewed as s good gamble, this still does not seem to fit in the history of fallout game mechanics sine i can not think of any other situation where the player is given a choice and the outcome is affected by luck (not the attribute) and affects the player in such a direct way.
