"Tribal Ways" Perk Idea

Basically, you would get this perk after siding with a tribal faction. Healing Powder now has no Perception penalty and heals immediately, and Bitter Drink, also healing immediately, will heal twice as much as Stimpaks.

This would have been a great idea if you sided with the Legion, from a Role Play stand point since they look down on chems like Stimpaks.
 
Good idea, except for the Bitter Drink idea.

Here's my idea. With this perk, Healing Powder and Bitter Drink will heal you depending on your Survivalist/Outdoorsman skill, and gain a bonus for a high survivalist skill, just like Stimpaks are based on medicine skill in New Vegas. So, if you have a high survivalist skill, it's indeed possible they will heal even more than Stimpaks.

Now, how about for a trait? Your healing powder/bitter drink and other organic healing items (including food) heal at twice the speed rate and heal double the damage, and this increases +7% for every extra ten points you put on your survival skill. However, Stimpaks now only heal 65% of what they would originally heal, and are no longer instant (considering you're not on Hardcore mode. On Hardcore mode the Stimpak healing would be reduced from 65% to 50%). Doctor's bags no longer heal limbs, you must now use something like Hydra or visit a doctor.

Yeah, probably better as a trait, except instead of doctor bags special "tribal healing kits" will be used, only sold by tribals. Also "heal by stimpak" option in stats menu will be replaced by "heal by bitter drink". This trait will also unlock special Tribal based safehouses across the wasteland that cant be unlocked otherwise. these safehouses will be filled with various items useful to tribals, and you can use smoke signals to summon one of your companions right to you (i know, cliche).
