If your gl_highlighting.int was in root directory, it means that RPU installation did not complete successfully (specifically, this script). You can review backup/rpu/log.txt to try and determine what went wrong.

This is reasonably easy to achieve with hooks. Apply the perk when weapon is equipped, and remove otherwise (although you'll need to be careful to not remove perks that the character actually has). There's a hook for knockback, too.

With RPU, there's no worldmap.txt in data/data by default. But you can extract it from rpu.dat or download from repository, put it in data/data, then make your changes.
