Where’d the Statue of Liberty come from?

Messing around in the BIS mapper and found the Statue of Liberty in scenery. I assume it was added by RPU or something, but… why? I don’t remember seeing it in the game. Is it a special encounter I missed? Just curious.
 
My guess...and it's just a guess, is that it is likely a modded special encounter found only on the coastal overland map.
 
I made it years ago...I found the 3d model somewhere on the net and textured it, then rendered it with the Fallout perspective. Visually it doesn't fit the Fallout universe, it needs extra Photoshop work to make it blend into the original art style.
