Where’d the Statue of Liberty come from?

Messing around in the BIS mapper and found the Statue of Liberty in scenery. I assume it was added by RPU or something, but… why? I don’t remember seeing it in the game. Is it a special encounter I missed? Just curious.

My guess...and it's just a guess, is that it is likely a modded special encounter found only on the coastal overland map.
