Uhmmm no, he uses the idea of exploring the moon as an illustration of him being able to restart civilization to the point where they can resume things like Space Programs if his vision is followed through.

Going to another planet/ moon to escape Earth's issues never made sense to me. Terraforming isn't easy especially when the planets core is dead and has no atmosphere.
