Are they poor slaves and opressed? Or malicious infiltrators working for a illuminati faction? Are they actual people or are they free range to rewrite to serve your purpose? Are they the fruit of the transhumanist agenda of the Institute or are they just vaccum cleaners and they want you to believe they aren't that advanced?

It's a shallow attempt at inciting sympathy for these "victims" of the Institute's oppression.

But they also freely rewrite their personalities and even one of the companions ends their questline by overwriting their mind into one. So are they people or tools?

Player's choice. You can view them as people and side with the Railroad. Or you can view them as glorified protectrons and side with the Institute or Brotherhood. I think the Minutemen are pretty much neutral about them.

But even the railroad threats them as dispossable, Do you understand my question is about the tematic line of the narrative, right?
