The video basically said the war gave everyone in fallout PTSD (even tho most characters were born after the war) and said that a stable power structure isn't important if you don't encourage peopple to "Self medicate".

I don't think he even knows what the words he says even mean.

Everyone suffers from PTSD and a stable power structure isn't important if people are not encouraged to self medicate.

Well to be fair, IIRC, one of the writers of the original Fallout did say something among the lines of "In the fallout world everyone is crazy"

But expecting everyone to have PTSD from something 210 years before there birth is fucking ridiculous.
