The real problem about SF (which is why it looks so "clean") is that it is poorly detailed. Maybe they rushed it at the end of the development process, but the city didn't get much love compared to the walls and the level of details of other towns, like New Reno.

Just install the latest version of Restoration Project (RP), and high resolution patch. It will suit all your needs!

Scoped, iirc, means that you have better ToHit at long range but huge penalties at close range. Also, Fast Reload means the reload cost is 1AP instead of 2, iirc again.

I think the loss of audience of the game is mostly due to PvP, yes. - PvP that went too big, too unavoidable, between only a handful of super-large factions with a real-life hatred among them. No new player would want to get involved in that, and it was tiresome for most old players as well...
