Its fairly well documented Macau had lots of problems with internal corruption and Triad Clans fighting it out over Casino turfs, this newspaper article just prior to the handover in 1999 sheds some light on the issue.
Heres another article from 1997 describing the Colonial situation in Macau - not pretty reading.
The BBC also did a short article on the handover in 1997 which included this caption:
"Portuguese officials, including the last Governor of Macau, fully admit that until recently little was done to develop the territory's educational or physical infrastructure. "
As someone who travels far East fairly often I have heard my fair share of tales/stories from Hong Kong nationals when they talk about Macau as to whether things have improved or not i'll let you know, i'm due to visit Macau later on this year when I next pop over to HK.
