A fallout: New Vegas mod made by Chris Avellone

I'm pretty sure he made a mod with some tweaks to New Vegas. I could have sworn that I used to have it, but I can no longer find it anywhere. Was it made by another member of the NV development staff and my memory just failed me? I know it had several changes relating to enemy placement and that stuff.
