GIMP can do just about everything photoshop does. But Photoshop is a shit load easier to work with. So much so that most would say that it is worth the 700 dollars. Including me.
Even an older version of photoshop is easier than GIMP, and you can get some good prices on the old stuff.
Still, no matter what you use, take Wooz's advice. Practice is your friend.

Adobe won't sell it anymore. But there are a lot of places, you just need to shop around. Amazon and ebay are good places, but not the only places.
